What is the Kickstart Scheme?
Creating new job placements for 16 to 24 year olds on Universal Credit who are at risk of long term unemployment. Designed with Micro, Small, Medium businesses & startups in mind, the employer obtains up to £1,500 grant per job placement, plus the placement salary-related expenses are covered by the government (National Minimum Wage for 25 hours per week per employee for a total of 6 months). Employers can pay more than NMW.

The £1,500 per job placement grant funding is provided to cover setup costs, training and support purposes. However, you do not need to create job placements, set up and provide training yourself, as, according to the scheme, you can delegate that to another firm, such as Goldman Professionals.

If you are applying for less than 30 job placements, then you need to apply via a Kickstart Gateway (such as Goldman Professionals),
Am I eligible to apply?
The new job placement:
- Does NOT replace existing or planned vacancies (meaning that you have not fired anyone to create this job placement);
- Does NOT cause existing employees, apprentices or contractors to lose work or reduce their working hours.

The job placement will qualify for the Scheme if:
- A new employee will be working a minimum of 25 hours per week and getting paid at the NMW rate or above; and will only require basic training to start the job.

For each job placement you must help the young person become more employable. These include:
- looking for long-term work, including career advice and setting goals;
- support with curriculum vitae (CV) and interview preparations;
- developing their skills in the workplace.

As mentioned above, the training & employabiltiy support can be covered by Goldman Professionals.
Why you should apply with us
We will take care of the setup and organise the required employability training & support during the scheme, as a DWP approved Kickstart Gateway. All the costs required to set up a placement and conduct the employability training will be covered by the £1,500 funding that you will receive for each job placement, meaning that you can use funding to delegate the setup and training to us.

Job Placement Proposition
We will discuss your proposition, ensure that the scheme is the right match for you, and help you meet the eligibility criteria. This includes discussing your HR strategy, drafting of job descriptions and explaining how your job placements fit within the Scheme and benefit prospective employees.

Application Submission
Although the scheme is designed to submit 30+ job placements, you can apply for it via us as your Kickstart Gateway even if you have less placement in mind. We will fill out all the relevant forms and draft all the necessary propositions. We will adjust your application to the specific needs and requirements of your organisation to ensure that your organisation satisfies all the relevant criteria while getting the most out of the Kickstart Scheme.

Meeting the Employability Training Requirement
We will ensure that you meet the employability training requirement, with various activities to provide both theoretical and practical employability support (covering the topics such as CV, Job Search Strategies, Career Orientation, Interview Skills, Adding Value to the Employer and more general Career Skills Development Assistance) via our award-winning employability training platform.

The application service fee is £99 - paid upon the submission of the form.
The support service fee is £499 per job placement. The fee is deducted from the £1,500 per placement Grant Funding.

General

The Kickstart Support Services are operated by Over-Deliver Ltd ("Goldman Professionals" or "we", "us" and "our", as the context requires), a company incorporated and registered under the laws of England & Wales with company number 11061531, whose registered office is at 85 Great Portland Street, London, England, W1W 7LT. By completing and submitting the form below, you are (i) irrevocably agreeing to these Terms & Conditions ("T&Cs"), and (ii) nominating Goldman Professionals as a Kickstart Representative on your behalf.

Services

Services offered by Goldman Professionals include:

  • job placements proposition drafting;
  • application drafting and submission;
  • assistance throughout the application process and employability training for your new employees.

Payment

You agree to pay GBP 99.00 for the application services offered by Goldman Professionals upfront upon the completion of your application.

The payment of the £499 will be deducted from the grant funding of £1500 that we will receive upon the successful outcome of your application for the Kickstart Scheme.

Your application for our Kickstart Scheme Services will not be considered if you do not proceed with payment after submitting the application.

Cancellation & Refund

Completing this form does not guarantee that you or your organisation are eligible for the Kickstart Scheme funding, and in an event of your ineligibility, any relevant payments will be refunded.

If you decide to withdraw your application after submitting it and confirming the payment, the first payment of £99 per job placement will be refunded, unless we have already started drafting the application (only 50% of the initial payment will be refunded in such a scenario).

If you do not meet government eligibility checks for the reasons outside of our control, such as not disclosing particular information to us which would make you ineligible - it does not affect the provision of our service & your payment terms, meaning that your payment of £99 will not be refundable.

Any payment processing fees will be deducted from the sum to you in any of the aforementioned scenarios. Any refunds will be issued within 30 calendar days since the date of your request for refund.

Miscellaneous

Except as expressly set out in these T&Cs, all warranties, conditions and other terms, whether express or implied, by statute, common law or otherwise are hereby excluded to the fullest extent permitted by law.

You shall not assign, transfer, mortgage, charge, declare a trust over, or deal in any other manner with any or all of its rights and obligations under these T&Cs without having received our prior written consent to that effect.

Goldman Professionals shall not be liable for any breach of its obligations under these T&Cs where it is prevented from performing such obligations by any cause outside its reasonable control.

These T&Cs constitute the entire agreement between you and Goldman Professionals and supersedes and extinguishes all previous agreements, promises, assurances, warranties, representations and understandings between you and Goldman Professionals, whether written or oral, relating to the T&Cs' subject matter.

If any provision of these T&Cs (or part of any provision) is or becomes illegal, invalid or unenforceable, the legality, validity and enforceability of any other provision of these T&Cs shall not be affected.

These T&Cs and any dispute or claim (including non-contractual disputes or claims) arising out of or in connection with these T&Cs or their subject of formation, shall be governed by and construed in accordance with the laws of England and Wales.

We fully reserve the right to change, modify, substitute, suspend or remove any information relating to these T&Cs at any time without notice.

Frequent Questions & Answers
Are you an approved Kickstart Gateway?
DWP has instructed us to channel applications via us, dated 16/11/2020. As of December 2020, we are listed on the gov.uk as an approved Kickstart Gateway.
I am not sure about paying the employability support fee upfront.
The fee acts as a deposit towards providing employability skills support for your placements done with the application. Paying upfront helps us to make sure we are preparred, and also gives us the opportunity to answer your questions throughout the process.
If you would like to discuss alternative arrangements, or perhaps believe that you have sufficient systems & processes to ensure employability support, please fill in the form & explain your situation.
Some gateways don't charge a fee. Why do you charge?
A big portion of rejected applications made outside of our Kickstart Gateway fail because they do not show adequate employability support for the placements.

In contrast, we provide dedicated specialist support, and take care of the employability skills training of the placements - which is the most crucial part of the application, that's why this grant was created. This is explained in further detail at the top of this page.

Furthermore, training & development of placement employees is an allowable expense as per the grant rules.
What are the timeframes?
Initially, we ensure we have batches of at least 30 job placements each - and we aim to send out batches of applications once every two weeks.
Then, the DWP processes the applications; it was indicated that this part of the process takes up to 4 weeks, although it can take longer.
Then, the recruitment process takes place. This can take anywhere between several days and several weeks.
As soon you confirm a placement, and both us & the DWP assured that a genuine placement has started, you will receive the grant funding.
What is this employability skills platform?
We have initially designed this platform to assist university students & recent graduates with employability, to equip with the skills and knowledge to secure professional work.

We have re-purposed this platform to enable support of the Kickstart Scheme Applications made via us & other gateways.

This covers topics such as Job Search Strategies, Networking, Designing CVs & Cover Letters, Passing Interviews as well as those aimed at Adding Value to the Employer or Boosting Commercial Awareness. It is a mix of videos, knowledge articles, assignments, consultations & workshops.

As this platform is our core activity, it is constantly being developed, adding new features & knowledge base.

We also aim to ensure that our employers are compliant during the whole duration of the Kickstart Scheme placement.
Where can the placements be? Location, georgraphy?
We cover all possible geographies - not just London, but England, Wales & Scotland.
We may need to do an inspection of your premises prior or during the placements to ensure that they are satisfactory.
It is also possible to create Work from Home (WFH) placements.
Who is responsible for the candidate pool & hiring? Can we introduce someone from our end to the candidate pool?
The candidate pool is provided by DWP & Job Centre Plus - it is not possible to add your applicants directly to the consideration.
You can instruct your candidates to apply for local Job Cente Plus, and this way you could be match-maked.

Recruitment, selecting the candidates from the candidate pool is employer's responsibility. We are able to assist with that on a case by case basis. You can decide not to proceed with the placement at any point, for example if you do not find the right person from the candidate pool available, subject to DWP T&C of the Kickstart Scheme and our Kickstart Support Services Terms and Conditions.
Can we discuss collaboration, working together?
Yes, of course!
We are open for partnerships, subject to compliance with the current agreements with the DWP & other 3rd parties.

Can you help with setting up PAYE and Admin etc?
Depending the what you need help with, we will either assist you directly as part of the Kickstart Scheme or let you know of the accountants that provide such support.

We have a quote from an accounting firm that provides ongoing PAYE support for £10/month/employee on employers' end. In terms of the Kickstart Scheme, this is considered an allowable grant expense too.
